Start before demolition

The project review should identify affected occupancies, smoke and fire compartments, exits, protection systems, utilities, clinical operations, and the portions of the building that remain occupied. Temporary conditions should be evaluated before the permanent feature is removed or impaired.145

Define the interim-control decision path

The facility's applicable accreditation and compliance process determines how Interim or Alternative Life Safety Measures are evaluated and documented. The decision record should identify the impairment or construction risk, responsible parties, controls, communication, inspection frequency, and closure trigger.67

Capture concealed work before closure

Penetrations, joints, dampers, door assemblies, alarm interfaces, and other affected features may become difficult to verify after ceilings and walls close. Inspection points and evidence requirements should be included in the construction schedule and quality plan.13

Make turnover a life safety deliverable

Closeout should reconcile record drawings, inspection and test reports, impairment closure, warranties or listings, remaining deficiencies, and the facility asset record. Turnover is incomplete when the physical work is finished but the facility cannot demonstrate or maintain the resulting condition.678

Set life safety checkpoints for every project phase

During planning, identify the occupancy, compartments, suites, exits, rated assemblies, systems, and clinical operations affected by the work. Before mobilization, approve phasing, access, temporary controls, impairment communication, and inspection hold points. During construction, record concealed conditions, tested systems, changes, and unresolved decisions before they disappear behind finishes.

At each checkpoint, name the responsible facility representative and the evidence required to proceed. A meeting note that says life safety reviewed is not enough when the project changes an exit, penetrates a barrier, alters a door assembly, or affects a protection-system interface.1457

Control impairments and temporary conditions

The project team should identify when required protection or egress is out of service, who evaluates the condition, which notifications and temporary measures apply, how often controls are inspected, and what event authorizes restoration. The terminology and approval path should follow the facility's applicable CMS, accreditation, fire-protection, and emergency procedures.

Temporary routes, partitions, doors, signage, storage, and contractor access should be evaluated in the occupied environment, not only on the phasing drawing. Field verification should occur after each phase change because a control that worked during demolition may not remain adequate when access, patient movement, or system status changes.12467

Use a closeout checklist that supports operations

Before acceptance, reconcile approved changes with life safety drawings, door and equipment inventories, inspection and test reports, listed-system records, impairment closure, training, preventive-maintenance assignments, and open deficiencies. Verify that identifiers used by contractors match the facility's permanent asset and location records.

Sample the completed work and the delivered documentation together. If staff cannot locate the new assembly, explain its maintenance responsibility, or trace an open item to an owner, turnover is not operationally complete. Record remaining limitations and deadlines instead of allowing unresolved work to disappear into a general punch list.

Assign post-occupancy follow-up for items that cannot be fully evaluated at turnover, such as seasonal operation, deferred system testing, or final record integration. The acceptance record should state exactly what remains, who owns it, and what evidence will establish completion. Review those commitments at a defined date rather than relying on the project team to remember them after demobilization. Escalate overdue commitments through the facility's established project and compliance governance process.3867
